In my case I'm working with yarn 4.0.2 because it is needed by Storybook.

The key was copy .yarn folder:

COPY --from=deps /app/.yarn ./.yarn

and copy yarnrc.yml with nodeLinker: node-modules option

#.yarnrc.yml 
nodeLinker: node-modules
COPY  .yarnrc.yml ./
