Russian decree on Ukrainian residents in the occupied territories

Putin Orders Ukrainians Without Russian Passports to Leave Russian-Occupied Regions

Vladimir Putin has signed a decree requiring Ukrainian citizens residing in Russia and in occupied Ukrainian territories "without legal grounds" to either leave the country by September 10, 2025, or resolve their legal status. The document was published on the official legal information portal. The decree states: "Ukrainian citizens present in the Russian Federation without legal grounds for stay (residence) must voluntarily leave the Russian Federation or resolve their legal status in the Russian Federation by September 10, 2025, inclusive."

The decree also extends to the so-called "new regions." Specifically, according to the document, "foreign nationals" and stateless persons who have arrived in the "DPR," "LPR," and the Zaporizhzhia and Kherson regions must undergo medical examinations by June 10, 2025. This procedure includes tests for drug use and HIV infection.

Carpet Meme translation

Carpet — a meme that emerged in early 2007, presumably on photo hosting sites like Flickr, and apparently took shape on LiveJournal. It manifests as frenzied commenting about carpets. It critiques and exposes the flaws of amateur photography, such as: shabby interiors, harsh frontal flash, acne, tracksuits, and most importantly — the obsessive tendency to photograph against a Carpet hanging on the wall or lying on the floor. A true Carpet is considered only one with Oriental or pseudo-Oriental patterns (usually having nothing to do with the East, mass-produced in textile factories during the late Soviet era). Russia Proposes Ban on "Childfree Propaganda"

State Duma Proposes Administrative Fines of Up to Five Million Rubles for "Childfree Propaganda"

On September 24, the Speaker of the State Duma of the Russian Federation, Vyacheslav Volodin, announced in his Telegram channel that deputies have begun considering a bill "prohibiting the propaganda of deliberate refusal to have children."

According to him, the bill proposes to ban "childfree propaganda" on the internet, in media, films, and advertising.

For violating the ban, it is proposed to introduce administrative fines "similar to those that were adopted with your support earlier for LGBT propaganda and gender reassignment," Volodin said.

According to the State Duma Speaker, the bill suggests fines of up to 400,000 rubles for individuals, up to 800,000 rubles for officials, and up to five million rubles for legal entities.
