Hi Ismael,
You are correct in everything.
As soon as the commit is done it updates JIRA via post commit hook.
Hourly service has two main purposes:
* backup mechanism to retrieve commits in case post commit hook is not working (not installed properly, JIRA is behind firewall, etc)
* discover new and deleted repositories
