Install Arch Linux packaging utilities on Ubuntu Linux

This works for me on Ubuntu 20.04 and I can build an Arch package with the command:

makepkg --force --log --cleanbuild --noconfirm --nodeps

Note the --nodeps argument, necessary since we do not want pacman checking for these dependencies on our Ubuntu system.
