I need help on how i can update/put ?? Or I am wrong structure my data
  1.rate
  2.filter

So if you want to write an api there should be a server ... in nodejs expressjs is a preferred option then you will define routes for post, put, get and delete to serve data to clients, then after that you can use postman do test it
